Expanded explanation

God's redemptive plan was not improvised. He established beforehand that those who are united to Christ would receive the blessings promised in him. This preserves God's initiative and certainty without making every human response a predetermined event.

The key question is not whether God predestines, but what he predestines and how a person comes to be included in Christ. Those questions should be answered from the full passage rather than from the word predestination alone.
